1c25a0192c Add the always param to the X-Frame-Options header 
This ensures that the header is added to all responses regardless of response code.

We don't want these pages to be contained in a frame.  The
x-frame-options servers that use.

It seems that something in the Semantic Works stack doesn't handle sorting values with the xsd:floats type properly. The frontend receives the records in the wrong order.

Explicitly converting the floats to a xsd:decimal solves the problem so we use that as a workaround for now.

The delete-label-from-bestuurseenheid migration needs to run after the local_administrative_units migration, but the timestamp it has makes it run before it which causes issues when setting up a new stack.
