fix: add/create missing bestuursfuncties for OCMW associations and PEVAs
...
The initial migrations lacked the necessary bestuursfuncties for the onboarded
organisations, consequently the synchronisation of functionaries with Loket did
not work properly. These new migrations add the necessary bestuursfuncties
as extracted from Loket. Furthermore, the migrations creating governing bodies
and bestuursfuncties for organisations not in Loket are corrected as they
previously had no effect due to errors in their queries.

fix: removed write access to shared graph
...
This access was required to edit the (legal) name of municipalities and
provinces. This did lead to an issue were data for administrative units was
incorrectly written to both graphs. To avoid this we decided that, at least for
the moment, the name of municipalities and provinces is not editable, removing
the need to be able to write to the shared graph.

feat: Allow editor role to write to shared graph
...
The shared graph contains, among others, the (legal) names of municipalities and
provinces. So far their names were not modifiable in OP. This change allows
these names to be modified in that graph by the users with the appropriate role.
